According to one embodiment of the present invention, in a system to develop and process a service of steel processing middleware to assign a use right for a middleware resource in accordance with a service request of application software, a middleware server of a steel processing middleware service development system comprises: a service handler to respond to the service request; a resource lock management unit to receive the use request for the middleware resource of the service handler and to assign the use right to the service handler; a lock waiting for management unit to assign priority to the use request and generating waiting information which is priority information about the use request to store the waiting information in a shared memory; and a lock information sharing unit generating lock information which is the information about the use right assigned to the service handler to store the lock information in the shared memory.;COPYRIGHT KIPO 2017
