The present invention relates to a system for responding to cyber-attack to a substation automation system based on IEC 61850 having a multi-level network structure. The present invention provides a system for responding to cyber-attack which includes: an open flow switch which relays devices located at the neighboring level of a substation automation system and performs traffic control according to a forwarding table reflecting a white list in which traffic allowed to be forwarded in the substation automation system is defined; and a controller for controlling the open flow switch.;COPYRIGHT KIPO 2017
