Provided are an apparatus, a system, and a method for detecting a packet for avoidance of billing of a data service in 4G mobile networks. The apparatus for detecting a packet for avoidance of billing of a data service comprises: a packet information extraction unit configured to extract a first terminal endpoint identifier (TEID) from a header of a GPRS tunneling protocol-U (GTP-U) packet if the GTP-U packet is a data packet for Internet access, and extract first access point name (APN) information corresponding to the first TEID from a GTP-C packet; a session information storage unit configured to store session information including a second TEID and second APN information; a packet analysis unit configured to detect that the GTP-U packet is an abnormal packet if the first TEID and the second TEID are identical to each other and the first APN information and the second APN information are different from each other; and a packet processing unit configured to process the GTP-U packet in accordance with a detection policy if the GTP-U packet is abnormal.;COPYRIGHT KIPO 2017
