The present invention relates to an antioxidant, anti-inflammatory and skin whitening composition comprising an Artemisiae capillaris herba (ACH) extract as an active ingredient. The composition comprising the ACH extract as the active ingredient increases the total content of a phenolic compound and the antioxidant activity is increased. In addition, the composition has an effect of inhibiting the formation of NO and PGE_2, as well as inhibits melanin production to have a skin whitening effect.
