According to one embodiment of the present invention, disclosed are a metal scrap refining plasma apparatus capable of controlling an irradiation position capable of controlling a plasma irradiation range by a conical movement of a plasma gun and controlling an irradiation position, and a metal scrap refining method using the same. According to the embodiment of the present invention, the metal scrap refining plasma apparatus capable of controlling the irradiation position comprises: a plasma gun irradiating plasma; an angle control portion tilting the plasma gun with respect to the direction of gravity while rotating; and a rotation motor portion provided with a rotation cam, and being rotated while an angle control portion is tilted by rotation movement of the rotation cam by rotating the rotation cam.
