The present invention relates to a composition for the stabilization of heavy metal and arsenic-contaminated soil containing bones of domestic animals and starfish powder, and a method for stabilizing heavy metal and arsenic-contaminated soil using the same. When the composition of the present invention is applied to the soil complex-contaminated by heavy metal and arsenic, the composition can remarkably lower the concentration of the heavy metal and the arsenic even with a small amount, and therefore, can be widely used as a soil stabilizer. In addition, by using bones of domestic animals and starfish, which are discarded natural waste resources, economical efficiency can be secured and additional environmental pollution can be prevented.
