Embodiments provide an SDN, an SDN configuration method, an SDN-based data transmission method, and a network controller. The data packet combining function and the data packet dividing function are individually configured for the nodes in the SDN. Therefore, when a data packet of the first service is received, a plurality of small data packets of the first service can be combined into one large data packet. Compared to the transmission of a plurality of small data packets, the transmission efficiency of the SDN can be improved by transmitting a combined data packet.
