The present invention relates to a system for predicting an environmental load of a road earthwork by a case-based reasoning (CBR) technique and a method thereof. The system has an advantage of providing a final environmental load extracted through an environmental load estimation model which uses the CBR technique as information to evaluate environmental economy. The method comprises: a database construction step in which a retrieved case database including one or more pieces of attribute data for each case project is constructed; a case-based estimation performing step in which a case-based estimation model is established with the attribute data as an input variable, input resources for each construction work with respect to each of the case projects are calculated, and the environmental load for each construction work or the environmental load for each case project is calculated through a life cycle assessment (LCA); a weight optimization step in which an attribute weight of the environmental load is optimized for each attribute data of the case-based estimation model by using a genetic algorithm; a similar case extraction step in which a similarity score for each case stored in the retrieved case database is calculated by using the attribute weight for each attribute data, the scores are ranked, and the cases up to a predetermined ranking are extracted as similar cases; and an environmental load prediction step in which the environmental load estimation model is constituted by using the extracted similar cases to calculate an environmental load estimation value with respect to a new case.;COPYRIGHT KIPO 2017
