A QoS policy distribution method for controlling an LTE-R railway signal comprises the following steps: determining a QoS policy to generate a default bearer for controlling an LTE-R railway signal when an on-board terminal is powered on; generating an IP-CAN session for ATP APN between the on-board terminal and a ground ATP, and the default bearer, according to the QoS policy to generate the default bearer; determining a QoS policy to generate a dedicated bearer for controlling the LTE-R railway signal when the IP-CAN session for the ATP APN, and the default bearer have been generated; generating the dedicated bearer that is a dedicated communication channel for railway signal control data (vital data) between the on-board terminal and the ground ATP, according to the QoS policy to generate the dedicated bearer; and maintaining the IP-CAN session for the ATP APN, and the default bearer until the on-board terminal is powered off. Accordingly, safety and efficiency of a railway service can be improved by transmitting the railway signal control data (vital data) stably and uninterruptedly in an LTE-R environment.;COPYRIGHT KIPO 2017
