The present invention relates to a construction method for a water supply and drain pipe having a seismic design and a safety device. An upstream supply and drain pipe and a downstream supply and drain pipe are connected and supported by a first seismic device, a water supply and drain pipe clamp, and a second seismic device, such that the water supply and drain pipe may be safely protected from earthquake or other vibration. A manhole is installed in a connection part of the upstream supply and drain pipe and the downstream supply and drain pipe, inside which the first seismic device, the water supply and drain pipe clamp, and the second seismic device are installed such that the connection part of the upstream and downstream supply and drain pipe is useful for the inspection and maintenance of the water supply and drain pipe. Also, an elastic member and a spring are protected by a protection cover and a protection tube, thus preventing function degradation.
