The present invention relates to a method of recognizing a priority user in a cognitive radio network, the method comprising the following steps of: receiving sensing information from next-priority users; determining a sensing reporting group of the sensing information in time order of the received sensing information to sum up sensing information values according to the sensing reporting group; and using the summed sensing information values to determine whether or not a priority user exist. The sensing reporting group of the sensing information of the next-priority user is changed according to a sensing energy level, and the sensing information of the sensing reporting group is received in predetermined time order irrespective of the number of next-priority users, so the number of sensing reporting channels can be largely reduced in an environment including a lot of next-priority users. Since only one-bit information of the next-priority users is reported, the amount of resources used for sensing reporting can be largely reduced. Moreover, a fusion center sums up the received sensing reporting information in consideration of the weight, so sensing performance can be improved.
