Disclosed are a DC-DC converter controlled in a temporal area, and a switching control device used therefor. The disclosed DC-DC converter includes: a switching part switching a power signal; a filter part including an inductor, and smoothening an output signal of the switching part; and a switching control part generating a switching control signal to control the switching part and then applying the signal to the switching part. The switching control part includes: a sensing part generating a sensing signal by using a first voltage at an end of the inductor and a second voltage at the other end of the inductor; and a control signal generating part generating the switching control signal based on the output signal of the filter part and the sensing signal. The sensing signal includes first and second sensing signals. The sensing signal comprises: a first OTA outputting the first sensing signal; and a second OTA outputting the second sensing signal. The first voltage/second voltage are inputted to a positive input terminal/negative input terminal of the first OTA, and the second voltage/first voltage are inputted to a positive input terminal/negative input terminal of the second OTA.
