A non-isolated three-level high boost converter which performs voltage conversion between two output load resistors connected to an input power source in series comprises: a switching unit which includes a plurality of switching elements turned on or off in accordance with a preset turn-on ratio, boosting input voltage supplied from the input power source, and transmitting the voltage to two output load resistors connected in series; and an inductor unit which includes an input inductor connected between the input power source and the switching unit, and storing or emitting the power received from the input power source in accordance with turning on/off the switching elements included in the switching unit, and a step-down inductor which receives input current flowing through the input inductor, and receives the input current distributed with the switching unit.
