The present invention is a compound according as the metal 3 by using the complex as a catalyst alternately copolymerized epoxide compound and carbon dioxide produced from the ligand of salen (Salen) type containing a quaternary ammonium salt, has a functional group of an alcohol or carboxylic acid molecular weight control agent by the addition, to a polymer compound produced by the method and a method for producing the molecular weights and polymer chain structure is precisely controlled poly (alkylene carbonate). According to the invention, as well as by a chain of linear shape it can be produced a high molecular compound having a chain-shaped (star-shaped). In addition, the produced low molecular weight poly (alkylene carbonate) has got a terminal -OH group and the like can be used as a coating agent itself can also be readily used to manufacture the polyurethane by mixing with the isocyanate compound.
