The present invention relates to a composite waterproofing method using a double-sided sand waterproof sheet and a modified asphalt waterproof material with a low melting point. More specifically, the double-sided sand waterproof sheet comprises: a middle basic material made of any one among felt, glass fiber, and polypropylene fabric; an upper and a lower adhesive compound layer which are formed on an upper and a lower surface of the middle basic material, and have modified asphalt as a main component; upper release paper detachably attached from one end of an upper surface of the upper compound layer to a prescribed width towards the other side; an upper silica layer formed on the other end of the upper release paper attached to the upper surface of the upper compound layer to the other end of the upper compound layer, and formed by spraying silica having an average diameter of 100-2,000 m in an amount of 400-500 g/m^2 per one m^2 to be impregnated into the upper compound layer and protrude upwards; lower release paper detachably attached from the other end of a lower surface of the lower compound layer to a prescribed width towards the one side; and a lower silica layer formed from one end of the lower release paper attached to the lower surface of the lower compound layer to one end of the lower compound layer, and formed by spraying silica having an average diameter of 100-2,000 m in an amount of 400-500 g/m^2 per one m^2 to be impregnated into the lower compound layer and protrude downwards.
