A method to process payment in a public use payment system of the present invention comprises: a step in which a public use terminal registers an IPEK received from a key management server on a member store authentication IC card; a step in which the public use terminal receives the IPEK, KSN, and member store information from the member store authentication IC card; a step in which the public use terminal generates an OTK by using the IPEK and the KSN; a step in which the public use terminal encodes payment information by using the OTK and generates encoded payment information; a step in which the public use terminal transmits a payment request, which includes member store information, the KSN, the encoded payment information, and transaction information, to a relay server; a step in which the relay server generates an OTK by using the IPEK and the KSN; and a step in which the relay server decodes the encoded payment information by using the OTK to process the payment and draws payment information.
