The present invention relates a discriminating apparatus for emerging research topics and an operating method thereof, which detect changes in technology trends by technology fields through time series analysis of various statistical information collected in relation to a plurality of technical literatures, thereby effectively discriminating an emerging research topic from the detected technology trend changes.
