The present invention relates to an electrostatic precipitator insulator for preventing an electric short-circuit and an electric precipitator including the same. The electrostatic precipitator insulator for preventing an electric short-circuit comprises: a disk-shaped insulator fixing unit having a vertical bolt hole provided to allow coupling to an insulator case with bolts and nuts; an insulator upper protruding unit which protrudes in a cylindrical shape smaller than the diameter of the insulator fixing unit upwardly from the insulator fixing unit, and has a structure in which a screw groove is formed in an upper end portion thereof; an insulator lower protruding unit which protrudes in a cylindrical shape smaller than the diameter of the insulator fixing unit downwardly from the insulator fixing unit, and has a structure in which a cylindrical inner space is opened downward; and an insulator cap engaged with the screw groove of the insulator upper protruding unit to cover the upper surface of the insulator upper protruding unit. A vertical through hole, through which a fixed shaft passes and to which dust collecting electrode (+ pole) electricity is supplied, is formed from the upper center of the insulator upper protruding unit to the inner space of the insulator lower protruding unit, wherein the fixed shaft is fixed by a fixed shaft fixing bolt outside the insulator upper protruding unit. The present invention is to provide the electrostatic precipitator insulator for preventing an electric short-circuit, having a structure to prevent an electric short-circuit phenomenon between a duct collecting electrode and a discharge electrode due to substances attached to the surface of the insulator during operation of the electrostatic precipitator.
