The present invention relates to an environmentally-friendly water-soluble coating agent applied to a nylon fiber fabric, a method for manufacturing the fiber fabric using the same, and an air-permeable down fiber fabric manufactured by the same method. An environmentally-friendly water-soluble coating agent applied to a nylon fiber fabric is made through: a fabric preparing step of selecting a nylon fiber fabric; a preparing step of applying leveling properties and flexibility to the fiber fabric through a Chintz process; a coating step of applying a water-soluble coating agent consisting of a polyurethane solid coating agent, water and a water-soluble silicon softening agent on the nylon fiber fabric with leveling properties and flexibility, and forming 2-5 g/m^2 of a coating film; a primary drying step of drying the nylon fiber fabric in which the water-soluble coating agent is applied; and a secondary drying step of drying the nylon fiber fabric passing through a hot-air dryer again.
