The present invention relates to a polyester staple fiber non-woven fabric for civil engineering, which has water repellent and permeating properties at the same time by using two types of polyester staple fibers. The polyester staple fiber non-woven fabric for civil engineering according to the present invention is manufactured by needle punching of a web formed by carding after mixing of type 1 polyester staple fiber having a surface on which a silicone coating layer is formed and ordinary type 2 polyester staple fiber manufactured by melting, spinning, and extension of a polyester resin, at a weight ratio of 80:20 to 50:50.;COPYRIGHT KIPO 2017
