The present invention relates to a system for remote monitoring and controlling a water and sewage facility and a method thereof. The system according to the present invention comprises: a PLC module which collects information on a water and sewage facility from a measuring device installed in the water and sewage facility, analyzes the collected information on the water and sewage facility to transmit an analyzed result to a central monitoring and control unit, and receives a control signal for controlling operations of the water and sewage facility from the central monitoring and control unit to control the operations of the water and sewage facility; and a plurality of remote monitoring controllers containing a web server module which configures the analyzed result in a webpage screen to provide the same to a portable terminal. According to the present invention, the system additionally installs the web server module in the remote monitoring controller to transmit information on the water and sewage facility to the central monitoring and control unit, and at the same time, rapidly transmits the information on the water and sewage facility to portable terminals of a plurality of relevant officers in charge, such that the officers can monitor and control the water and sewage facility in real time.
