The present invention relates to a concrete surface reinforced coating (CSRC) construction method using an infiltrative composite organic-inorganic coating agent and a surface treatment method. The CSRC construction method using an infiltrative composite organic-inorganic coating agent and a surface treatment method comprises: a lower surface cleaning step of removing a foreign substance and contamination of a lower surface; a first polishing step of grinding a concrete surface with a resin or a ceramic pad of #30-50 once or twice; a second polishing step of grinding the concrete surface with a resin or a ceramic pad of #60-100 once or twice; a defect repair step of repairing a defect of the concrete surface; a first coating step of using a rubber rake or a roller to apply a CSRC coating agent to the lower surface; a third polishing (sanding) step of grinding the concrete surface with a resin or a ceramic pad of #60-100 once to remove a coating layer; a second coating step of using a rubber rake or a roller to apply a CSRC coating agent to the lower surface after the third polishing (sanding) step; a fourth polishing (sanding) step of grinding the concrete surface with a resin or a ceramic pad of #100-200 once to remove a coating layer after the coating agent of the second coating step is hardened; a third coating step of using a rubber rake or a roller to apply a CSRC coating agent to the lower surface after the fourth polishing (sanding) step; and a burnishing step of performing burnishing work on a surface of the CSRC coating layer by a high speed burnishing machine once or twice.
