Disclosed are non-contact underground line signal pattern detecting device and method for an underground line operation. The non-contact underground line signal pattern detecting device comprises: a transmitting unit for transmitting a signal pattern consisting of predetermined voltage and current through an underground line to determine whether the underground line has an abnormality or not; and a receiving unit for receiving the signal pattern through the underground line from the transmitting unit, detecting the received signal pattern by using a Hall effect, and detecting whether the underground line has the abnormality or not, by determining whether the detected signal pattern matches the signal pattern consisting of the predetermined voltage and current. According to the non-contact underground line signal pattern detecting device and method for the underground line operation, the receiving unit is configured to detect a voltage signal pattern using a Hall sensor when the transmitting unit transmits the voltage signal pattern for inspecting whether the underground line has the abnormality or not, thereby more precisely recognizing abnormality of the underground line by voltage signal. In addition, the accuracy is much higher than a conventional inspection method by using a current signal in which noise and disturbance are largely affected. Particularly, the separation and inspection of a signal for each phase can be more easily and accurately performed by differently generating a voltage signal pattern for each phase and transmitting the same.
