The present invention relates to a method for producing a graphene catalyst for fuel cells using ball milling, and more particularly to a method for producing a graphite oxide by ball milling a graphite oxide and then reacting with a solvent in which a nitrogen precursor is dissolved to obtain a graphite oxide doped with nitrogen . The present invention is characterized by passing through ball milling. As compared with the case where ball milling is not performed, the present invention is advantageous in that the size of the graphite oxide particles is small and the surface area is increased, and furthermore excellent oxygen reduction activity and methanol resistance, There is an effect that the generation of hydrogen peroxide at the time is suppressed and the catalyst activity is more stable.
