The present invention includes a terrain elevation data generating module which generates the terrain elevation data of a global region by arranging a plurality of pieces of first data according to the lattices of the global region and generates the terrain elevation data of a first preset region by arranging a plurality of pieces of second data according to the lattices of a preset region, a coordinate transformation module which transforms the coordinate of the second data from a first coordinate system to a second coordinate system, a resolution transformation module which generates unit terrain elevation data by merging the coordinate-transformed second data into n x n lattices of the preset region and generates the terrain elevation data of a second preset region by merging the generated unit terrain elevation data into the preset region, and a combination module which overlays the terrain elevation data of the second preset region with the terrain elevation data of the global region and outputs an overlay result. Accordingly, the present invention can generate the terrain elevation data with high accuracy.
