The present invention relates to a system for guiding consideration for disadvantaged passengers based on IoT to provide a seat for disadvantaged passengers such as a pregnant woman, a senior citizen, and a disabled person who needs the seat. More specifically, the system includes a seat consideration guidance device which turns on LED when a beacon signal is received from a first signal transmitter and a seat for disadvantaged passengers is in an unseated state, outputs a seat consideration guidance message when the first signal transmitter approaches a preset distance, and outputs another seat guidance message when the seat for the disadvantaged passengers is in a seated state and a second signal transmitter approaches the predetermined distance, and a management server which analyzes operation state information received from the seat consideration guidance device and provides inspection information on the seat consideration guidance device.
