The present invention relates to a heating device to repair a crack of a road and a manhole using hot wire and, more specifically, relates to a device of cutting a road surface layer to repair construction for a crack on the road or the manhole. The heating device to repair the crack of the road and the manhole comprises: a plate-shaped body; a moving cylinder wherein one end is installed in a lower surface of the body, and the other end moving in accordance with a signal; an expansion cylinder wherein one end is connected to an outer circumference of the other end of the moving cylinder at right angles, and the other end moving in accordance with the signal; a hot wire unit connected to the other end of the expansion cylinder, and emitting heat in accordance with the signal; a control unit connected to control operations of the moving cylinder, the expansion cylinder, and the hot wire unit and installed in one side of the body; a power supply installed in the upper surface of the body to supply electric energy to the control unit; and a wheel installed in the lower surface of the body. The construction method using the same comprises: (a) a step of installing the heating device on the crack of the road to be repaired; (b) a step of controlling the control unit; (c) a step of excavating, crushing, and removing the road surface layer of the crack of the road which is cut; and (d) a step of filling a filler in a space in which the road surface layer is moved.
