The present invention relates to a titanium alloy which is a core material for military and civil industries. The present invention relates to a method of producing a high quality titanium alloy billet in which micro-histological defects are minimized and a cubic alpha phase ensured. According to the present invention, the method comprises: (a) a step of performing a beta forging process on a titanium alloy including 3-5 wt% of Al, 3-5 wt% of Fe, 0.1-0.5 wt% of Si, and a remaining consisting of titanium and unavoidable impurities; (b) a step of heating the beta forged titanium alloy at a temperature higher than a beta () transition temperature (T_+a=1198 K), and cooling the same to produce martensite tissue; (c) a step of performing a forging process on the titanium alloy having the martensite tissue formed therein at a temperature of 1050-1173 K and a deformation speed of 10^(-3)s^(-1) to 2^(-1)s^(-1).
