A data hiding apparatus for minimizing a data restoration error and a method thereof are disclosed. The present invention is provided to minimize the possibility of errors that may occur when data is restored in a data receiving side, when distributing the data by hiding the data on an image. To achieve this, when hiding data on an image, the occurrence of errors generated in the restoration of the data from the image is previously checked, the image is distorted based on the checking results, and then the distortion-completed image is determined as an image used for hiding the data.
