The present invention relates to a charging and discharging control unit system of a solar generator. More specifically, the solar generator charges batteries (620) of a charging or discharging control unit when a power generation voltage of the solar cell module is generated to exceed the installation capacity of the power conditioning system (PCS). When the PCS operates normally, the discharging of the batteries (620) of the charging/discharging control unit is controlled to forcefully stop the operation of the PCS in a low-voltage power generation section. A low voltage generated by the solar cell is charged into the batteries (620) and the power charged in the PCS is discharged in accordance with a discharge command of the charging/discharging control unit when the PCS operates normally, so solar power generation efficiency is enhanced. The PCS stops in the low-voltage power generation section to prevent harmonic distortion and accordingly, improve power quality. Frequent on and off operations of the PCS can be reduced to extend the service life thereof. The system includes algorithms for power peak control, frequency adjustment and the like of a PCS inverter for an energy storage system (ESS) and a solar power generation inverter, to generate power by alternately using the PCS inverter for an energy storage system (ESS) and the solar power generation inverter for power generation.
