Device for treating spinal stenosis comprises first percutaneous needle with first opening, near end and far end, wherein far end is configured to be placed into epidural space in first position relative to selected plate; second percutaneous needle with second opening, near end and far end, wherein far end of second percutaneous needle is configured to be placed into epidural space in second position relative to selected plate; wire tool made with possibility of displacement within first and second gaps; and clamping tool with near end and far end, wherein said clamping tool can displace within first and second gaps, and its far end is configured for temporary connection with wire tool inside epidural space of selected plate and pushing of said wire tool through appropriate opening of epidural space. Method of percutaneous laminoplasty includes steps of: introduction of first needle percutaneously into epidural space above specified plate; introduction of second needle percutaneously into epidural space under selected plate; introduction of wire tool in first opening and moving of wire tool into epidural space above selected plate; introduction of clamping tool in second opening and moving of clamping tool into epidural space under selected plate; deployment of clamping tool for temporary connection with wire tool and retraction of clamping tool and wire tool for their approach; and manipulation of wire tool to modify selected plate.;EFFECT: group of inventions enables reducing invasiveness of intervention.;19 cl, 16 dwg
