The device has a molded steel part or a concrete hollow structure (2) in which a platform floor (4) is positioned. A floating cylinder (19) is made of polyurethane, and is reinforced on an upper part by a steel plate (18). The floor has a connecting rod passage (17) for passing a pneumatic connecting rod (3). A gear box (7) is connected to a generator (6) for gearing down movement of a sea. The connecting rod connects a bias momentum wheel system (9) and the cylinder. The structure has an opening (11), and fixations to fix a pedestal (12) for being ballasted at a bottom part.
