PROBLEM TO BE SOLVED: To provide means for data transfer between different data communication devices through a network, continuously with high performance without promoting network congestion.;SOLUTION: For each predetermined time, a reception-side data communication device 12 obtains an actually measured RTT, which is a time required for transmitting a data back and forth with a transmission-side data communication device 11 and a data transfer rate R in data transfer, and calculates a data loss rate L, which is a ratio of packet counts failed to receive in the reception-side data communication device 12 relative to packet counts transmitted from the transmission-side data communication device 11. Using the most recent data transfer rate R and the data loss rate L, the reception-side data communication device 12 calculates a transfer score S according to a predetermined calculation formula, so as to increase or decrease a reference RTT according to the change of the transfer score S.
