Provided are a real-time road conditions monitoring method and real-time road conditions monitoring device; the real-time road conditions monitoring method comprises: vehicle travel log information fed back from an on-board terminal is obtained; according to the travel log information of the vehicle, the current road conditions information of the vehicle is determined and logged, the vehicle current road conditions information comprising: the section of road where the vehicle is currently located, the current direction of vehicle travel, and the current speed of vehicle travel; if the current speed of vehicle travel is less than a preset threshold value, then it is determined whether road conditions information of N other vehicles satisfying criteria is logged; if criteria-satisfying road conditions information of N other vehicles is logged, then it is determined that the section of the road in which the vehicle is currently located is congested. The present technical solution monitors road conditions in real time, and effectively saves costs.
