The cell is formed of two fundamental parts: a first part converts the vector of the fluid-dynamic force (V), also of constant type, into discontinuous vectors and essentially consists of a valve (6) made of one or more non-Newtonian polymers, of pseudoplastic type, which is designed to transmit the pulsing fluid-dynamic force to the second part consisting of a piezoelectric matrix (10) which generates electrical energy. Between these two parts at least one insert (9) made of non-Newtonian material of expanding type is preferably interposed, acting as a dynamic amplifier and shock absorber. Downstream of said two fundamental parts (6, 10), discharge channels (3) are provided which, after opening of the pseudoplastic valve (6), cause a sudden pressure drop upstream, both on the piezoelectric generator (10), which releases the electric charges produced in the previous compression phase, and on the inner channel of said pseudoplastic valve (6) which, due to lack of the thrust which previously caused it to open, and also due to the considerable pressure difference between the part upstream and downstream, re-acquires its initial shape and closes like a sphincter to start a new pulsed transformation cycle of the fluid- dynamic force into electrical energy.
