PROBLEM TO BE SOLVED: To provide an energy management device, an operation plan creation method and a computer program capable of creating a highly accurate operation plan while taking electric power from a plurality of power suppliers into consideration.SOLUTION: An energy management device has a power supply procurement planning section and an operation planning section. The power supply procurement planning section, based on contents of settings of a plurality of energy supply sources that supply energy to an energy supply plant that supplies energy to a user and an actual energy demand amount of the user, creates a power supply procurement plan on the amount of energy procured from each of the plurality of energy supply sources. The operation planning section, based on the contents of settings, the actual energy demand amount of the user, and the power supply procurement plan, creates an operation plan of the energy supply plant.SELECTED DRAWING: Figure 2
