PROBLEM TO BE SOLVED: To provide an aggregation control device, an aggregation control method and an aggregation control system capable of suppressing the excessive injection amount of a flocculant.SOLUTION: An aggregation control device in an embodiment has a calculation unit and a control unit. The calculation unit calculates the dispersion value and the average value of the speed of the electrophoresis of floc contained in water to be treated injected with a flocculant and an area ratio of gelatinous matter and solid matter in the floc. The control unit adjusts a flocculant injection ratio to the water to be treated based on the dispersion value and the average value and adjusts a pH value of the water to be treated based on the area ratio.SELECTED DRAWING: Figure 1
