PROBLEM TO BE SOLVED: To provide a roadbed material aiming at simplification, cost reduction and persistence of a weed-proof work by being constructed on a place where weed-proof management is required, by utilizing a porous material which is a waste substance such as a concrete shell, a tile or a brick; and to provide a weed-proof method.;SOLUTION: A recycled material obtained by crushing b and classifying c a concrete shell, a tile, a brick or the like is used as a raw material, and blast furnace cement and water are added thereto and mixed e therewith.
