PROBLEM TO BE SOLVED: To provide tooth whitening Compositions and tooth whitening sets which are excellent in tooth whitening effect and stain removing effect of removing coloring materials accumulated on the tooth surface, and which is effective in tooth whitening.SOLUTION: The present invention provides a tooth whitening composition containing (A) 70 mass% or more of one or more polyhydric alcohol selected from 1,3-butylene glycol and polyethyleneglycol with an average molecular weight of 380-630; (B) condensed phosphate; and (C) 15 mass% or less of water, the tooth whitening composition being characterized by that the (B)/(C) is 0.18 or less as mass ratio; and a tooth whitening set having the tooth whitening composition and an application tool to be detachably attached and to be applied in contact with the tooth while holding the composition.SELECTED DRAWING: None
