PROBLEM TO BE SOLVED: To provide a skin-whitening agent having excellent skin-whitening action and safety.;SOLUTION: A skin-whitening agent contains licorice extract extracted from Glycyrrhiza uralensis Fisher, and licorice flavonoid that is extracted from Glycyrrhiza glabra Linne and works with the licorice extract to exhibit a skin-whitening action.
