PROBLEM TO BE SOLVED: To provide a technique capable of accurately determining whether an extremely large external force acted on a structure.SOLUTION: A measurement signal of the trigger detecting sensor 100 which sensed a structure state is input to a trigger detecting sensor connection circuit 11. A determining function unit 23 determines whether an extremely large external force is acting on the structure by comparing the measurement value acquired from the measurement signal of the trigger detecting sensor 100 input to the trigger detecting sensor connection circuit 11 with a determination value at that time point. A determination value determining function unit 22 determines the determination value on the basis of a reference value.
