PROBLEM TO BE SOLVED: To automatically simply determine the necessity of payment on payment for transit using both a ticket and a commutation ticket permitted for arrival and departure at each station in specific metropolitan and urban areas.;SOLUTION PART: A fare payment device 10 includes an original ticket information reading unit 104 that reads information of a commutation ticket, a dummy commutation ticket acquisition unit 13 that acquires a dummy commutation ticket for each railway route, the dummy commutation ticket being a virtual commutation ticket in which both stations at both ends of each railway route in specific metropolitan and urban areas are arrival and departure stations, and a specific metropolitan and urban area determination processing unit 152 that performs processing of whether payment is necessary or not in the case where the information read by the original ticket information reading unit 104 is combined with information of the dummy commutation ticket of each railway route.;SELECTED DRAWING: Figure 1;COPYRIGHT: (C)2018,JPO&INPIT
