PROBLEM TO BE SOLVED: To provide means for heightening estimation accuracy of sewerage water level.;SOLUTION: A water level estimating device includes: a communication section 11 configured to acquire rainfall information of each mesh to be used for rainfall observation in a target area; and an estimating section 13 configured to estimate a sewerage water level on the basis of associative information indicating an associative relationship between a drain water ward corresponding to an area where drainage facilities collect rainfall and each rainfall mesh, and the rainfall information in the target area, the estimating section being connected to the drainage facilities.;SELECTED DRAWING: Figure 3;COPYRIGHT: (C)2018,JPO&INPIT
