PROBLEM TO BE SOLVED: To provide an uneven structure for which melting can be easily controlled, a percutaneous administration device, and a percutaneous administration device set.SOLUTION: The uneven structure comprises a substrate 21 having a first surface 21S, and a protruding part 22 that protrudes from the first surface 21S. The uneven structure has a part that melts in a temperature range of 20°C to 65°C. The part that melts in a temperature range of 20°C to 65°C may be contained only in the protruding part 22, contained only in the substrate part 21, or may be contained in both the protruding part 22 and the substrate 21. The part that melts in a temperature range of 20°C to 65°C comprises a material selected from a carbohydrate or a fatty acid.SELECTED DRAWING: Figure 8
