PROBLEM TO BE SOLVED: To provide a secure PaaS (Platform as a Service).SOLUTION: A CF1 includes an RN 6 for executing an application 62, GRs 5 for transferring a communication packet to the application 62 to the RN 6, and a GW 3 for transferring a communication packet received through a tunnel to a GR 5, and the GR 5 is provided at each tenant. Upon receiving a communication packet from a tunnel provided for each tenant, the GW 3 transmits the communication packet to a GR 5 associated with the tenant.
