PROBLEM TO BE SOLVED: To provide a technique capable of reducing various influences due to scattering of a developer from a cleaning member cleaning an electrification member.SOLUTION: An image forming apparatus forms an image on a recording material by transferring to the recording material a developer image formed on an image carrier that is obtained by developing a latent image formed on the image carrier with a developer carried by a developer carrier 20, and recovers the developer remaining on the image carrier after transfer of the developer image to the recording material by moving the developer to a frame body via the developer carrier 20. The developer carrier 20 is arranged on the lower side of a cleaning member 8 so as to overlap the cleaning member 8 cleaning an electrification member when viewed in the vertical direction, and includes: a base substance 21a; and an elastic layer 21c which is the elastic layer 21c covering the base substance 21a and has the width wider than the whole area in the longitudinal direction of the cleaning member 8 in the longitudinal direction.SELECTED DRAWING: Figure 1
