PROBLEM TO BE SOLVED: To make it easy to distribute files, and enable a creation of files allowing browsing to be controlled, and further make is easy to control the browsing with respect to the distributed files.;SOLUTION: A transmission/reception unit 101 of an authentication file creation server 100 is configured to receive a PDF file and authentication information from an information terminal device 300, and a PDF identification information creation unit 102 thereof is configured to create PDF identification information. A key creation unit 103 thereof is configured to create a common key encrypting a PDF file, and an encryption unit 104 thereof is configured to encrypt the PDF file with the common key.
