PROBLEM TO BE SOLVED: To permit an acceptance of a return request and a resale of pharmaceutical from a medical institution by grasping and recording the surrounding environment of the pharmaceuticals during custody in the medical institution and during movement and associating the result with a physical distribution/transaction/return system.;SOLUTION: A pharmaceutical inventory management system includes: environment maintenance custody means having a custody of the pharmaceuticals while maintaining environment conditions according to pharmaceuticals; custody environment detection means for acquiring information on environment conditions in the environment maintenance custody means; custody state detection means for detecting that the pharmaceuticals are in custody by the environment maintenance custody means; and return determination means for determining the advisability of a return of the pharmaceuticals from the detection information by the custody environment detection means and the custody state detection means.
