PROBLEM TO BE SOLVED: To reduce the cost required for QoE modeling in IoT and maintenance of a QoE model.SOLUTION: A QoE modeling device 100 comprises: a parameter input part 110 for acquiring a first parameter representing a degree of influences to be exerted upon a meta physical quality metric by a physical quality metric and a second parameter representing a degree of influences to be exerted upon QoE of an application by the meta physical quality metric; and a model generation part 120 for generating a first model indicating a relationship between the physical quality metric and the meta physical quality metric based on the acquired first parameter, generating a second model indicating a relationship between the meta physical quality metric and the QoE of the application based on the acquired second parameter; and generating a QoE model indicating a relationship between the physical quality metric and the QoE of the application based on the first model and the second model.SELECTED DRAWING: Figure 2
