The present invention provides a method and apparatus for video delivery over a video distribution network by using the perceptual video experience quality prediction that is implemented during the video preparation phase at a video hosting or cache server site or within a video distribution network A system or method that facilitates smart decision implementation on the client side for adaptive video streaming. Compared with the prior art approach of adaptive bit rate video streaming, the present invention results in one or more of the following benefits: 1) to save the overall bandwidth for delivery of video content without sacrificing the user's experience quality, 2) to create a better overall visual experience quality of the client user 3) to create a smoother visual experience quality of the client user, and 4) to reduce the possibility of rebuffering or stalling at the client user side.
